the ecu will not control the starter to not work. or the dash lights .on 90s Honda's the battery cable ends melt inside the wire not letting in power. and also melt the main fuse box next to the battery underneath there are conectors they melt as well. to test use a jumper wire from + post to starter post with key on. not the small post the main nut on the starter and the door buzzer will come on. to fix it trace the wires back to the fuse box under the hood and touch the jumper wire to each fuse. pull them out first to do this so you do not overload them there are only two or three main fuses the rest are the lights and relays. the starter wire goes strait to that box folow it up and under to see which fuse is the main one or use this link

Is there any power going to the car when you turn the key? Check your battery cables. Is thealternator working properly? Is the timing belt on right or broken?

I read the owners manual about that today on my 06 Accord and it said the wires might be corroded. My car wouldn't start either but i found out that the radio was left on and the amp from the system (AFTERMARKET) drained the battery. =]
