This is again a Master Key vs Valet Key issue.The Master (black) key will turn in this lock and allow the seat to fold down from the inside of the car.The Valet (grey) key will not allow this operation.This prevents unwanted people to gain access to the trunk.

I just bought a 2003 Honda Civic LX, which also has a keyhole there. The salesman told me that it's extra protection if you have valuables in your trunk. If someone breaks into your car they won't be able to flip the seats down and get into the trunk. I don't know about the EX but the LX has a keyhole to lock the trunk release/gas tank too.

like the guy above said if you have the master key you can unlock it just like your door or trunk and the seat folds down, which i have to go through every winter so i can transport my snowboard around bc its kinda cumbersome in the front seat, but anywho, unlock it and pull on the seat on the left side and it should pull down relatively easy, and then you can pull the other one down also, although i havent really ever tried to do that bc the snowboard fits comforatbly in the one width of the left seat...so yeah...have fun
