I went to the dealer and yes they will repair any seat belt due to manufacture defect but first they have to tear into it to diagnose the problem. If it falls under the warranty, they'll waive the diagnostic fee. If it doesn't, the cost is over $100/hr. for labor. Too expensive for me to chance but can't figure out how to access the retractor to replace it myself with a $25 part from the junkyard.
