yes it is the blow off valve, a small one u cant even hear tho

There may be two different noises from your turbo charger. You will hear a high pitch whine when you spool up the turbo at high engine revs. If you have a large bov(blow off valve), it is the noise you hear when you shift down and your engine revs drop. This is a release of pressure from your turbo that prevents turbo lag.

yes it is the turbo valve. The valve is closed when you put your foot on the accelerater and then when you let off the gas that hissing high pitch sound of air is from the pressure being dropped and the valve is opening. You normally hear this sound when you shift but if you push in the clutch and just let off the gas the same sound will be present you dont have to shift to acheve this sound, Its not related to you gears.

There are three parts on a turbo car that you can hear making noise. The turbo will produce a high pitch noise when it spools up. A blow off valve will make a pshhhhh... sound when you shift or let off the gas. and the waste gate can make a sound also if it is open to the atmosphere.
