Default I live in california, and drive a 1990 Honda Accord. I want to put a 1995 JDM Honda Prelude...

...motor. Is it legal

no laws on swapping engines....not sure why you'd think it would be illegal.

It should be legal, but then again I don't live in California, so I don't know for sure. Usually the law is that you can modify anything that belongs to you.

You'll need to have the car smogged, and it will have to be CARB legal. One thing that will fail you with a JDM engine is the intake manifold. JDM engines have no EGR valves, which would cause you to fail emissions. You will need to find a USDM intake manifold along with EGR in order for it to pass. It is legal but there are certain preliminary steps you must do in order for it to be legal.
