Sounds like the thermostat is stuck in the open position. When you are at idle, the engine is turning slowly, so not much water moving, and water around the block heats up. When you are driving, the coolant water is moving much faster, and much more air is flowing over the radiator, so the water cools to below operating temperature.

Hey. I have a 93 Honda Civic and my gauge does this too. I noticed that the more I drive, the "colder" the gauge tells me the car is. Have you figured out what is wrong yet? When idling my car goes about a centimeter closer to the middle, but it never reads right.
