how do i know if it's bad? the dist cap and rotor button have no burns or worn spots. should it rotate freely or only turn as engines does? the part that the rotor button is mounted on is the rotor itself correct?

yes you are right, the rotor only turns when the motor is running or when you crank it over with the starter, if there are no burn spots on the distriburator or the rotor bug you don't need to replace them, they are still good unless you have like 70,000 miles on them and in that case I would replace them both.
