I would say 16 inches if it is a stock Civic. 18 inches for an Accord. 19 or 20 inch wheels are way too big and heavy. Handling will be lost.

Check your local transportation laws before you put on those extra big rims. From what I know, there should be a gap (about your index and middle fingers, joined together) between the tire and the fender liner (splash shield), else it might not be safe. It gets worse with those big rims if you have snow in the winter: the snow gets stuck between the tires and the fender liners, making the braking distance longer, and that's a hazard during winter driving. So consult your trusted mechanic(s) before installing those big rims.

19 or 20 inch rims are way big on a Civic. But, to each it's own.Be sure to get a camber kit and a full thrust alignment on the car once you mount these rims. You're in for a rough ride as the tires are 35 series, which is very lil' rubber.
