Default why does my 2002 honda accord se 4 cylinder crank but does not run?

there is fire at the sparkplug tips. there is no 12v to the fuel pump from pin 7 on the main relay though there is 12v standing on pin 1. with the start switch turned to on there is 12v's on pins 1, 3, 5, and 8. the cylinder position sensor reads 856 ohms with no ground on pin 3 or 4. i am at a loss as to where to go from here. thanks to anyone who can direct me.

fuel pump relay? or even your fuel pump1 make sure you get a spark.2 compression test.3 Fuel if if all these things work then you should get your car running.id check fuel and spark first compression is usually the last thing.
