Yes - you could try a local reputable locksmith. They can sometimes provide all sorts of remotes and car-keys much cheaper than the dealer. I got my Ford Mondeo mondeo keys from them at less than 50% the price of Ford. Give it a go.

I had to pay £60 to have my spare key "coded" at local Vauxhall dealership. As this is a simple affair and I had the key, I can only think its a con and should be stopped.Complain strongly to Honda. Tell them its a scam and way too expensive (even if you have to get a new key cut plus coding) and that it will influence what you tell people about Honda and your future car choices.Good luck, stand up for your rights.

It is a rip off, but you might have to end up paying it. Modern keys have electronic transponders, some with rolling codes (with change every time you use it, so thieves cannot "grab" it using electronic devices). These have to be programmed to coordinate with the locks on your car. The systems can be so advanced that a locksmith may not be able to help you.
