It is absolutely impossible to put a B-series Vtec cylinder head on a D-series engine block. Those little letters infront of the engine code designate the engine series. Parts can be interchanged from the same series but not each other.

I hope you meant can I put a D16 vtec head on my stock D16 block. Because like what the previous guy said, you can't put a DOHC B-series head on a SOHC D-series block. If you have a non-vtec D16 motor and want to put on the D16Y8 (vtec head) then this is doable and is called a mini-me swap.
