Default my 98' civic rpm needle go's up and down on its own i changed the iddle sensor wat can it be?

it accelerates on its own

Try cleaning the throttle body with gumout spray. Or have it professionally done if you do not know how to do it.

There are multiple sensors, mass airflow, throttle position sensor, idle air control all of which would do what your saying. Also if you have one the egr valve could be bad

The symptom is known as idle hunting. It usually happenes if your throttle at idle condition is clugged. Try cleaining out the throttle body first. You can get can of carb cleaner from automotive store and clean all the crap out of throttle body. Itf that doen't do it, then clean the idle control valve. You may even have to replace idle control valve.
