YES you can 3 possible ways (sorry at work keep getting interrupted) 1. on some cars they are fused seperately (pull it it just feeds a relay) 2. buy an aftermarket automatic headlight control ( the type that has a timer unit to leave them on for a set time when you turn the key off ) when you install the off setting will override all factory settings) 3 one more most stereo/alarm places will do this for you they just bypass the relay (WILL NOT VOID THE WARRENTY-except on the lights themself - man it amazes me the things you see here) it everybody had them we would have more glare and see less ask a Canadian from a large city the only reason we have them is it's mandentory there and cheaper to put on all cars instead of seperate US/Canadian models
