I have a 99 Honda Civic. It's mainly my work car, but it recently ran low on A/C coolant. Do I have to take it to a shop, or can I do it myself. Any tips on how to?

You can buy freon (refrigerant) at your local auto parts. They have do it yourself cans with instructions on how to do it. Usually about $25.00 bucks or so.. Works well. If you have lost freon from the system it may have a minor leak. You should be able to still charge it though.

Yes you can, a can of coolant cost approx $6 american dollars and a hose to put in in is about the same price. If you think you have a leak they also sell stop leak for air conditioners. Put one can of coolant in and feel the air, if it's cold enought stop if not put another can in.

Not sure if by A/C coolant you mean Air Conditioner coolant (gas) or some sort of special coolant you run in your radiator/cooling system.If it's your Air conditioner that is low on gas then it can only be replaced by a qualified air con mechanic as it needs to be installed under pressure along with lubricating oil for the air con compressor and a special dye to help identify if the system has any leaks.If it's your cooling system that is running low then the coolant can be replaced by yourself. just remember to drain and flush your cooling system well, as many coolants (the green additive) are not compatible with each other. Get some further advice on coolant from your local auto parts store.
