Headlamps are usually on their own circuit, with their own fuse. So... several things you can check. 1) get a brand new fuse, and swap it for the fuse for the parking lights (and I'm assuming the dash lights). 2) check the light switch. You may have an open connection for the secondary lights... so even when you try and turn them on, the circuit doesn't complete. If possible, clean and rewire the switch, or replace it. 3) get a multi-tester meter, and probe the wiring harness to the lights, starting at the fuse block and working your way through the wiring. Places to check are connector blocks, switches, and ground connections.
