As far as I know the gasoline engine idles untill the elecrtic engine cannot provide the power to drive the car (i.e. going up a hill) then the gasoline engine kicks in and helps to recharge the battries used in the electric engine, then when the electric engine is albe to do the job on its own then the gasoline engine goes back to idle.

You don't choose, it's electronically controlled. The current Civic hybrid has the same 'design' as the Prius where at low speeds (below 15 mph I believe) it is all electic and then after that the gas engine kicks in for assist. The past Civic hybrid, the gas engine only idled at full stop, once you started moving, the gas engine started...
