Sadly, no. Unless you figure out how to build a Mr. Fusion, a water-run car usually violates the laws of thermodynamics. Most of the claims out there say you feed it water, do something to it, and then get only water in the exhaust. It's a perpetual motion machine, and it can't be done. If you wanna save the world, walk or ride a bike.
