Yes, it will mess up the air bag. That is where the airbag is stored.

DO NOT REMOVE THE STEERING WHEEL COVER!!!!!!!!!!!!Removing the steering wheel cover could:1: Deploy the airbag resulting in injury/death.2: Alter the performance and function of the airbag deployment. Check your fuses first. Chances are you have a blown fuse. If your fuses are fine, take it into The Nearest Honda Dealer. New Honda dealers are forced to carry information for Honda models for the past 10 years, so they would still have infomation about your '98.

Have the horn relay checked first by your local mechanic. that is probly the only thing wrong with it.

pull the fuse out and then check it out. we have had to replace parts in my steering column and got to it by taking off the steering wheel cover. It didn't deploy the air bag-NOT TO SAY IT CAN'T but you have to be VERY careful of it's positioning. You absolutley have to put it back in the exact way it came out. If you aren't a mechanic and don't know what your doing then take it in to get fixed. Also-you may find the issue doesn't require removing the face, maybe it's accessable (example: wiring) under the hood instead. Either way good luck!

DO NOT REMOVE THE STEERING FACE!!!Have a pro look at it because you could seriously hurt yourself. Most places deploy the bag to remove it. My advice: Forget the horn and use the finger.

i would first try the horn relay, and if that does not work you are able to remove the air bag without any problems, just disconnect the battery first, so that way there is no power running in your car what so ever, and then just hook the battery cables back up after your done. but be sure to unhook the cables before you attept to remove the air bag.
