D15 is a single cam 1.5l engine, B16a is a 1.6 dual cam. The difference between the JP and usdm motors is the engine codes. Usdm Motor ends with a number like Si B16A2 and the Jdm is a B16A, Usdm Type R B18C5 and Jdm is B18C.

the d15 is a 1.5 litre engine that's probably doesn't have a vtec head. the d15 has about 80 hp or so maybe 90. it's also has a single cam. the b16a is a more modified engine that comes in the acura integeras and some civics(namely the 99-00 si model). the b16 is a 1.6 litre engine, has 2 cams(dohc), and is a vtec head. this engine produces around 160 hp considerably more than the d15. if you were thinking about buying an engine from honda, i would buy the d16z6. this(i feel) is honda's best engine though it's not the fastest I feel that it's the most reliable. it produces 130 horsepower and it's a single overhead cam.
