If you can get more air into it (cold air intake) and let the hot air out more freely (exhaust header and free flow muffler) you get better horsepower, better mileage and better sound!

most common mods are exaust an intake. if you need power fast, get a turbo next. or ecu. those give the largest jump. or replace your engine with a b16 but that can get expensive

Suspension, maybe a B16 with the boltons, then take it around the corners. Afterall the HF is the lightest of the CRX's...

First of all I've never seen an CRX HF with 117 hp stock. Second is money an issue? Brakes (dump the drums and put disc brakes) would be a great improvement, Swaping engines is always good and putting better suspension!
