Have you put a racing chip into it? It'll cost a few hundred dollars, but will actually change your engine characteristics. Also, make sure your spark plugs and distributor are all pretty fresh.

base horsepower i believe, the best ways to increase hp is to add a cold air intake, perferably a name brand, like aem, cat back exhaust and a exhaust header. I would not suggest replacing a cat b/c of emmisions and sound ,and little hp gain.

If it still has the origional 2.2L inline 4 cylinder it should produce roughly 195 horsepower. Besides a chip you can also look into modifying the intake and exhaust, this may not be cheap but its much less than modifying your engine for nitrous, it also maintains the Honda reliabilty you would lose if you added NOS or a turbo. A cold air intake will run you about $300 while adding a cat-back exhaust will be about $500. It would be best to do these at the same time as it does not make sense to force more air into the engine if it has nowhere to go because of the restrictions caused by the stock exhaust. These could add anywhere up to 50 hp depending on the quality. The Prelude is an outstanding car, I loved the models they used to make with the 4 wheel steering, too bad they discontinued them.

The base hp is 195 for the 98 I believe. It went to 200hp for 00 and 01. The best thing to start with is an Intake and Exhaust. I prefer Injen intake and the exhaust doesnt matter as much. Just stick with Apex-I, Greddy, HKS, or Thermal R&D. That will give you about 15hp for $700-$800. Next is headers, go with DC Sports if you can. That will run you $300. Next, get a set of VTEC ($400) cams and an Apex-I VFAC. ($300 VTEC/Fuel Controller). The header, cams, and VFAC (once tuned) will give you an extra 25-30hp, for a grand total of an extra 40-50hp with all the mods. Or go turbo or supercharger.

A cheap way to increase horsepower is to get a cold air intake system. Make sure its cold air, otherwise, your sucking in hot air which decreases horsepower. Secondly, get a DC sports headers which is proven to increase HP by 9-10. If you have more dough to spend, turbo that car and your a deadly ricer. Hope this helps
