Default My 2000 honda civic 's overheating, and the fan's won't kick on why?

Already replaced the cracked hoses,radiator,thermostat,cooling fan sensor, checked the fuses, and I also checked the fan by connecting it direct and it Does turn on! just the cars not telling it to turn on. What else could it be?? The relay? Also the cars reading that it's not hot when it is do I just replace the temperature sensor? and does that control the fans kicking on if it says it's hot??

Yeah id start with that for sure the temp sensor...
