Default 2003 Honda Civic heating up?

it only heats up after I've been driving the car around and it only happens when I slow down like if theres traffic but once I speed up the temperature starts going down and it only happens when there isn't enough 50/50 antifreeze and water in the radiator and there is enough 50/50 in the water pump and it seems to me that the radiator isn't pulling any antifreeze from the water pump because it's completely filled because I just have to keep refilling the radiator. Now ive changed the radiator, power steering wheel belt, timing belt, water pump, thermostat, thermostat gasket, and radiator cap? have no clue what else it could be so any help would be very helpful(:
