Default Honda civic 92 ignition problem?

When I turn the key there Are 3 settings I turn it all the way to the third to start then it should stay at the second setting but it doesn't it flips back to the first which turns the car off how do I fix this problem only way to keep the car running is to hold the key in the second position. How do I fix this problem.

Sounds like the ignition cylinder needs to be rebuilt or replaced.
