Default honda civic whining when i turn the key?

i have an automatic 98 civic. when i turn the key one click the car starts to whine really loud from the timing belt area. it starts fine but continues to whine. if it was whining while running i would say timing belt possibly but it does it even before i turn the key all the way to the start position.































Events leading up to this were:















i was having problems with overheating and took the thermostat out and ran it that way to see if that was the problem. seemed fine then it started to overheat again. so i bought some radiator fix. it was a 2 stage liquid that i poured into the radiator and was supposed to stop leaks, clean the radiator, and help stop overheating. i let it idle like the bottle suggested and drove home(5 mins tops). i shut the car off and about 20 mins later i went back to roll my windows up. i turned the key to the "acc" position and immediately heard a loud whining from the engine bay. popped the hood and could hear it coming from the timing belt area. i went back inside the car and turned it off. waited a few and tried again. same thing so i started it and it started fine, just continued to whine like hell. i quickly shut it off and here i am. please help!!!!

The Honda Civic is a female car, so whining is to be expected.

Check your battery Jon. If it whines before turning it over timing belt is not the issue, its an electrical problem. Double check your ground on the battery tighten all battery terminals down tight. Check starter wire. You can be having a surge somewhere also try resetting your pcom by unplugging battery 15 minutes then plugging it back in.
