Default Mechanical problem..honda civic 2004?

I have a 2004 honda civic lx when i turn the key in the ignition the car sometimes turns on fine no problem but sometimes i have to turn the key on and off till it turns on what could be the problem

Cold Outside? It makes it harder to start a car. It would also be a weak battery. It could be that it needs a tune up=new spark plugs.
