Battery.....?

Check all cables and connection to the main fuse box as well as what you can see under the dash box.

Check connections to the ecu as well. Your starter has power to it as well but don't see that helping the power before you try turning over. hmmm

The main relay is above the computer on the other end of the dash near the HVAC box. There will be four wires with power if it is latched and only one if both relay are not closed and three. If only one of the relays close. If you have four with power, and it will not start it is not the main relay that has failed. There is constant power to the relay and switched power from the ignition switch. You will look for the constant power and then switched power to see if the ignition switch is working. If you only have two with the key on it could be the ignition switch that has failed, or you can just swap the relay from your civic.

When you turn the ignition on, see if the warning lights - oil, check engine - come on. If not your ignition switch has failed. It is one of the most common problems in that vintage Honda and there is a recall for it on your 1998 Civic (third from the bottom in second source). Free repairs from the dealer are best.

The thing about your issue is the main fuse box may not be getting power via the battery cable, many of these cables have what we call a fusible link in the cable that reacts just like a fuse.Usually you'll see a piece in the cable that's grey or black etc and that's where the fuse is.What can also happen is inside the fuse box one of the copper circuits that feeds the fuses, relays could be blown or wiring might be fried or damaged.I'd suggest that you take the fuse box apart and check it very closely, plus test the cable/cables feeding it at the battery end and at the fuse box connection end,

Hope that helps and best of luck.By the way having a factory service manual would be helpful at such times so here's a link to download a free manual.
