Default It's going in to a 1990 Honda civic wagon?

Can I put a d16y8 head on a d16y5 block and convert to obd1 thanks

Yes, you will need the correct OBD1 dizzy, a OBD0 to OBD1 jumper harness, knock sensor and other sensors(you have to wire them in) and a OBD1 ECU.
