Are you looking to just freshen up the engine or are you looking to build it? If you are just shooting for new rings and bearings in the bottom end of the motor, you can probably get this done for a few hundred dollars including gaskets. I would take it to a reputable local machine shop and they can order the correct size bearings and rings that you would need, as well as give the cylinders a fresh hone so that your new rings will seat properly. If you are thinking of a performance build, you will need to add a few hundred dollars on top of that to pay for new pistons and rods, increasing the cylinder bore if you want to increase displacement, etc. For a performance build I would save at least $1000 and that's if you can score a good deal on rods and pistons.

If you are just wanting to port and polish the head, I would recommend saving your money personally. The F-series motors are not known to flow very well in the first place, and a port and polish will not give you much, if any, gains without a lot of additional work to your engine (intake manifold modifications, exhaust header, larger cam/valves). If you just want to freshen up the cylinder head with some new valve seals, you may be looking at roughly $100 bucks for parts and labor.

If you are dead set on spending some money under the hood of yor Accord, I would save all that money and put it towards and H22 swap. The F22 is not really a good performance platform to start with, and even if you throw a ton of money at it, it will never have the same potential as an H series.
