Default Can I legally put a brush guard on my Honda?

I have what may sound like a stupid question but I have my reasoning as to why i ant to do it. I have a 1990 Honda accord 4 door, and I have been curious if I was legally allowed to put a brush guard like the ones on police cars, (Nerf bars, skid plate, bull bar etc.) on my Honda. I live in the state of Pennsylvania, Allegheny county, if it makes a difference. I have the tools and materials at my fingers and I can make mine to any guide line necessary, i just want to know if i do it will I still be street legal, pass inspection, stuff of that sort.

It should be. As long as it does not impede the use of the turn signals and head lights it should be fine. You might want to be careful as to how much iron you put on the front. It may throw off your steering geometry. That can be alleviated with an alignment.
