The year would really help - Honda went through some trouble phases in the last 20 years. If it is around the 2000 year the ignition switch is a major suspect; several years had safety recalls for the ignition switch being intermittent. That era and older Accords had lots of trouble with the fuel pump relay, often called the "main relay." See the first source for details and a test. Note that when the fuel pump is working normally it only runs for 2 seconds when the ignition is first switched on, when cranking, when the engine is running, and for two seconds after cranking if the engine does not start. Honda fuel pumps are very reliable (I have personally never seen a bad one) but the main relays are not. Lots of people replace perfectly good Honda fuel pumps because they are not running when the person thinks they should be.

That could be a variety of different things and you don't mention the year of the vehicle or how many miles etc.The older models did have fuel filters located under the hood and if that hasn't been changed in awhile it could be slightly clogged or dried up and after gas is forced through it or it gets wet the filter starts to allow more fuel through.

If the starter hasn't got a good solid ground or a good solid ignition post or positive feed post connections or their rusty or corroded or the battery is weak or you've a bad engine ground or the cables maybe corroded/rotted out internally. Any of these things could cause the starter not to spin fast enough at times. This could cause flooding and maybe why you need to touch the gas paddle , especially if you're having to hold the paddle to the floor at times to start it.Note the starter itself could be weak or it maybe spinning fast enough but as I mentioned earlier the fuel may not be getting through the system properly or a combination of both.

The starter works via the starter relay and the fuel pump also works via a relay any of these relays could cause your issues, especially if the relay is weak or has a bad connection such as a bad ground etc.Since the ignition switch is what feeds power to the system the ignition switch or it's wiring could have issues.Note sometimes the relay has a weak connection bec of dirt etc on it's pins or inside the relay socket connections. At times with the key out and ignition off you can pop out a relay like the main relay and pop it back into place a few times and that cleans it enough to work better or spray the pins and socket connections with contact cleaner spray.

Hope that helps and best of luck.By the way some Accords had fuel pump relay issues and factory recall ignition switch issues.
