Sounds like you have an electrical problem in your instrument cluster.

Depends what you mean by fluctuates bec a temperature gauge will indicate different temperatures at times but if its suppose to be sitting at close to half way and you see it moving up or down suddenly as you say fluctuating then the gauge maybe faulty or the coolant sensor or the dash gauge cluster circuit board may have a bad connection.Fuel gauges will at times read funny due to going up or down hills etc.Sometimes the circuit boards on the gauge dash cluster assemblies end up with cold solder connections or bad soldering connections and this can cause a gauge or gauges to act up.Note many times this is related to bad ground connections on the boards.

Hope that helps and best of luck.By the way anybody could with soldering could probably repair the board pretty easily with a bit of work involved in removing it and reinstalling it.If I was you I'd try to locate maybe a good used assembly.Note if it is a bad cluster gauge assembly connection the next time either gauge acts up try tapping on the dash above the gauge and see if it acts up more etc.
