Default 2004 Honda Civic engine not revving during start up?

I have a 2004 Honda Civic, and the engine doesn't rev during start up. It sounds like it struggles to start. Why does this happen?

If it makes cranking sound but engine don't rev up most likely its your fuel pump. Check a fuse which is under steering wheel first.
