Default Can I put 215/66R16 on my Honda Accord?

The factory tire size for the accord is 205/60R16. what harm would there be if I install 215/60R60? Also, will my Thule CB-12 95 fit the new tire size of 215/60R16?

R60? Those are the biggest rims I've ever heard of! Even the rims on your average semi tractor only average R22.5.
