Default 1996 Honda Accord making weird noise?

I have a 1996 Honda Accord when I have my car sitting in nuetral an i rev it up about 3000rpm as soon as I release it starts vibrating a couple times an makes a somewhat odd noise under my hood. ???

My Hondas heat sinks were noisy and I had to take them off. However you stated that your problem is occurring under the hood. Thus, am not exactly sure.
