Default 2006 Civic air conditioner

The air conditioner clutch is not kicking in. I couldn't find a fuse in the under the hood group or the ones beanth the steering column that says "air conditioner". Is there a relay in the under the hood fuses for it? Which one? I checked the static charge and it is a little over 100# high and low side so that should be enough to kick the clutch in. I didn't see a low pressure switch anywhere like on a lot of vehicles but there is one switch in the high pressure line with three wires. I didn't see a drier/accumlator in the engine compartment either. The low switch is usually on or near it. Where am I missing it?
