Default civic stalling issues...?

Hi, i own a 1995 Honda Civic. Since about the beginning of winter my car has had a problem when i first start driving. When i begin to drive the car reaches about 10 mph, no problem, but then, with my foot still on the gas, it has a 5-10 second stall going 10-15 mph. It then will kick back in and drive normally, but i cannot figure out what could be causing this odd behavior. I have changed the rotor, distributor cap, spark plugs, spark plug wires & fuel filter; but yet nothing is fully getting rid of this problem. I have ran fuel system cleaner threw the system with my gas and it has only made the slightest difference. So my question is: What other possibilities could be causing this problem?

My wife's 94 ex did this and I changed the control module inside the distributor to fix it. It's been running fine for 4 years now.
