Define service. Full tune up and 60k service? That's usually trans service (if auto) or drain and refill (manual trans), full tune up: spark plugs, wires, cap, rotor, oil change, air filter change, fuel filter change, fluid checks (replacement if necessary), brake system inspection, suspension inspection, etc. I am assuming from the use of petrol you are somewhere in europe, so I cannot give you a proper estimate, being that I do not know service rates in your area. Here in america, the 60k service can be anywhere from 200- 800 dollars, or about 150-680ish....(sorry, my conversion isnt working today, so I could be a bit off) But of course that is assuming a 95-115 american dollar labor rate.

On to the MPG, do you want imperial miles per imperial gallon? or american miles per american gallon? haha. The 1.8 civic usually gets anywhere from 24-30 mpg city and 26-44 highway. this all depends on how well the vehicle has been taken care of, and how hard it is driven. Another factor is fuel quality. If you use cheap petrol from cheap sources, mileage can and will suffer. Weather conditions also affect mileage, but to a lesser extent than driving conditions, maintenance and fuel quality. Colder, denser air is more conducive to higher mileages than is hotter, less dense air.
