Default Can halo lights be used with an HID conversion kit?

The headlights on my 1995 Honda Accord are all foggy and since I have a little extra scratch I was going to just replace them with a pair of halo projectors instead of de-fogging them. The issue is, I also wanted to upgrade them to HIDs, but I know they require special projectors to keep from blinding people on the road. My question is do halo-style headlights come with projectors meant to accommodate HIDs? If not, where can I find projectors for my car that will work with HID bulbs?

Yes you can, but make sure when you buy the HID bulbs they are not the OEM ones because after market headlights use different HID bulbs then OEM ones. I have Halo projectors on my 07 civic.
