Default 2000 Accord Rear Brakes Not Working

I have a 2000 Honda Accord DX with 4cyl engine, front disc/rear drum brakes, no ABS.

About a year ago I changed the pads on my front brakes. Just a few weeks ago I had squealing and grinding in the front brakes. When I checked them, the pads were worn almost completely away! I replaced the pads and checked the rear brake shoes. The shoes had almost no wear after 5+ years (I had gotten new shoes expecting to need to change them, but the shoes already on the car had about as much material left on them as the new set).

The parking brake works, and I tested the lever while driving slowly and the brakes did engage and slow the car, so I know the rear brakes work. They just seem to not be activating from the brake pedal. I tested the brakes a day or two ago on wet roads when it was raining; I was able to lock up both front wheels with some effort, but the rear wheels just kept gliding along smoothly.

Is this an issue with the master cylinder or the proportioning valve? Or is there something else I'm missing? Any help is greatly appreciated, and please let me know if this has already been addressed in another thread. Thanks!!
