Because the drain for condensation is plugged.

it is supose to drip water under the car because its frost on the pipes melting which is normal. if its inside the drain is plugged

It has to do with the humidity in the air. The cold plumbing in the Air Conditioning system attracts this humidity and it form into water droplets this is called condensation. Enough condensation and you have water dripping on the ground. This is considered completely normal.
