The sensor that rtarts and stops the fan probably needs to be replaced, it could be a fuse, check that first, but the sensor is no big deal unless you dont fix it then your going to fry the engine

It doesn't come on till the ECM turns it on. So maybe the engine is not getting that hot. It could be the thermal sensor for the ECM, but it could also be the fan relay, or the fan itself. With out some testing it would be hard to tell. The fan relay is easiest to replace, a thermal sensor is not that expensive. The electric fan motor is the most expensive item and can be tested by using a jumper at the fan relay location.

The thing is that you can replace the relay for less then most shops will charge to even look at the problem and with a few tools, the part along with teflon tape replace the sensor. Which means a shop manual could pay for itself. Provided you don't mind getting your hands dirty.

There are two fans there - a radiator fan and a condenser fan. One comes on when the A/C is on and the other comes on when the coolant returning from the radiator is too hot. Neither is on except when it is needed. If either is not working when it should there are a few things to check. In both cases the fan could be bad. With the car off and cool try turning each by hand. Some "notchiness" is normal but they should turn easily and they should feel the same. Each is controlled by a relay and the radiator fan is controlled by a sensor (still in the head of the 1997 Accord, I think). All of those parts are good suspects because all have been known to fail. The sensor is somewhat more reliable than the relay or fan motor, both of which are common failures.
