In all US states except California aftermarket catalytic converters are legal. It sounds like you are planning to replace the coverter on your car, truck, or moon rover (sorry - no converters on moon rovers...) so I should mention a lot of good catalytic converters are condemned - probably more good ones are changed out than bad ones. If you are replacing a converter that is less than 15 years old a second opinion is in order. The P0420 trouble code, in particular, is not often caused by bad converters but by a leak or improper mixture control operation.
