Default 98 Civic - Clunking/Grinding/Shaking

My 98 Civic had been experiencing a grinding/clunking noise when turning. It progressively got worse over the course of the past 6 months or so. The last few days it had been better but now my steering wheel is shaking a bit. I was told it could be my Ball Joints and have also read it could be my CV Joints....anyone have any advice? Estimated cost to fix it? Thank you kindly.
