Default 1998 Honda Civic EX loss of power steering..?

Lost power steering, Replaced P/S pump. no leaks, belts tight ? I guess this leaves the Rack& Pinion ... Anyone know anything else this could be. There is fluid flow in the lines. Originally

there was no whirring sound and still nothing but loss of Power Steering.


The system was bled as well, but not flushed.

pressure release valve.
