Default Can a 1975 honda xl 250 run on a freeway?

I'm looking to buy this as my first motorcycle and inquiring on whether or not it runs safely on a freeway seeing as i take hour long trips to work via freeway.

(Assuming you live in CA which is where the bike is located)

CA has very, very strict laws with registering motorcycles for this to pass you would have to equip it with a headlight, turn signals (front and rear), brake light and perhaps change the exhaust to pass smog.

In most states 250cc is the minimum displacementt for use on the interstate, but 1975 is an old bike and safety may be a concern.
