Default Honda del Sol idle surging?

My car has been surging for the last 2 months, it revs up and down the whole time. many people say its the coolant, the TPS,the MAP sensor, IACV, FITV, Spark plugs, and so on. I've replaced the TPS, MAP sensor, and spark plugs. and I also cleaned out the IACV and the FITV. I also screwed that piece that everyone talks about in the FITV. I really don't know what to do with it.















The car gave me 2 codes: it says the oxygen primary sensor (already replaced it) and the EGR, but apparently my car doesn't have a EGR, I looked everywhere with a mechanic, and we even looked at diagrams and my car doesn't have it.

The ECU could be getting faulty readings. The faulty readings going to a ECU tend to make the car surge up and down when idling as there tends to be a idle in-balance.
