Default white smoke under hood (98 Prelude)?

Looking for some vague idea of what's going on and how much it'll cost me.

-First off it's a 98 prelude.

-I've been burning a lot more gas than I should be.

-Started smoking today when I was on the highway. I pulled over and it looks like it's coming from behind the engine. It's a white smoke, not blackish. Took residential streets home and it was fine.

-Under the hood everything seems much warmer than usual.

-I just got all new fluids a few weeks ago. New oil, transmission fluid, coolant...the works.

-It might be my imagination but it seems like the car struggles to go up hills a bit. Usually I bolt right up, but it's a bit slower now.

Thanks for any help. I'm taking it in tomorrow.

Best guess would be stuck PCV valve.
