because you put in $4000 in for the set up; you put $250 more to 'tune' the most horsepower out of it.

every time you install something big it should be tune up the computers car, cause your changing something to the engine to go faster, with out the tune up the turbo will just sit there for no reason

I'm not sure what you're asking, because it's a little vague. There's 2 possibilities I can think of though.

First, a tune-up is routine maintenance. Changing spark plugs, oil, fuel filter, plug wires, distributor cap and rotor, etc. That's a tune up, and every car needs it, but one that has had the power drastically increased even more so.

The other is if you meant "get tuned". This is a process that is necessary for any car that has aftermarket turbochargers or superchargers installed. In this case, tuning is the process of changing the fuel and spark tables in the computer. The reason is, the stock engine has a very distinct curve for power. Adding a supercharger or turbocharger forces a lot more air in, and not at the same rate as stock. So you have to tell the computer how much fuel to inject and, in some cars. when to fire the spark plugs for the best performance and reliability.
