Default I'm wondering if i can still swap a JDM H22A from a 95 prelude into my 1994 accord legally?

My f22b2 non v-tec engine blew. I know that this is the year 2011 and that rules have changed. so now i am going to ask if it's possible to get a JDM h22a bar'd legal before i swap one into my accord. It has been my dream swap for a while. I know what procedure i need to pass emissions, but i really want to know how i can get a sticker for legal visuals just incase a cop pulls me over

Legally, no. But done right, you should be able to pass smog without an issue.

iirc you cant swap JDM motors into cars in cali.. reguardless if you pass or not.
